Pennsylvania State Police have made a shelter-in-place order in Lewistown for the 100 block of Main Street in Menno Township.
The incident began with "a crash where a black non-Hispanic male brandished a handgun prior to fleeing the scene in an unknown direction," Troopers Christopher Fox and Jacob Rhymestine said in a tweet.
That man has since been identified as 28-year-old Alrick Delroy Manning Jr., according to a 3 p.m. update from state police.
The crash happened on Pennsylvania Route 655 closing all lanes between Sharpsburg and Waynesburg roads at 9:27 a.m., according to PennDOT's 511PA.
The electricity is out to several homes in the Allensville area due to the crash, according to emergency dispatchers.
"A heavy police presence will be in the area due to a police incident involving an armed individual. Updates will be posted as soon as possible," the Troopers stated in a follow-up tweet two hours after their first.
Manning is wanted on charges including aggravated assault, simple assault, recklessly endangering another person, accidents involving damage, and other traffic charges, according to his latest court docket.
He has a criminal record and previously served a year of probation after assaulting his former manager at a McDonald's in State College in 2018, court records show.
